Water and Electrical Shutoff
If you have a contractor doing repairs or upgrades in your unit, and he says you need your kitchen/bathroom water or electricity shut off, please advise your contractor that it is his responsibility to handle this. The Association does not get involved.
For utility water, our buildings were originally constructed with one water shut-off for each group of four units (two adjacent lower units, and the two units above them), although there may be more than one shut-off for one unit and/or one shut-off may affect more than four units. If your unit has not had its own main water shut-off(s) installed, then your plumber will need to determine which units will be affected by the closest shut-off, provide appropriate advance notification to the affected units, and manage the shut-off and restoration of water service himself. Please note there is a proper technique for restoring water to avoid sputtering, which can damage faucets or pipe joints. This is why you should only hire licensed, competent plumbers to work on your unit. Also, only licensed plumbers are authorized to enter crawlspaces to find shut-offs without prior authorization.
Your plumber may not use any of the shut-offs that affect the entire building, except in cases of dire emergency where significant damage to property may occur, and he happens to be the only plumber present. If this occurs, of course, please contact the managing agent by phone to report the maintenance emergency.
For electrical, each unit has its own meter and main panel shut-off, which your electrician should be able to easily locate.
If you have an HVAC contractor who needs the chilled water circulation system stopped, please read all of the information on the page about air conditioning and refer your contractor to the page as well. Procedures for stopping the flow of chilled water are found at the bottom of the page.
Important Notes on Repairs Managed by the Association
Certain repairs within or near your dwelling unit may be Association responsibility. Examples include water or sewage pipes that serve multiple units but pass through your unit; joists or the framing of load-bearing walls; and portions of your balcony. When contractors hired by the Association are working on such issues, it is imperative you understand that only the Association (through its officers, employees, and agents) is authorized to give instructions to or request information from the contractors. Your interaction with them must be limited to providing access to your unit as necessary, and answering questions they may have. Do not give them directives or instructions on how to do their work, or interfere with the job. You must also stay out of the bidding process; that is, do not request a copy of their bids or reports, and certainly do not call other contractors to request bids. The Association and its agents must control the job specification and bidding process so as to ensure fairness to all contractors involved and to protect the Association's interests, which are ultimately yours as well. If you insert yourself into the bidding process or work in progress, you may unwittingly form a contract between a contractor and you personally, meaning you will get the invoice for any additional work you may have ordered. In addition, if your improper actions cause something to go wrong that shouldn't have, liability for excess costs could fall personally on you, and, by your not being a Director or officer, the exculpation, limitation of liability, and indemnification clauses of the CC&Rs that protect Directors and officers will not absolve you of any personal liability no matter how sensible you might think your statements or actions were. If you have any problems with or suggestions related to work being done by a contractor on behalf of the Association, please always contact the Association's managing agent.
