Parking Lots

The two buildings on each side of the street have a single parking area between them, with a shared entry gate. There are no exits at the rear of the parking lots.

Each unit has one or two parking spaces assigned. Assignment of parking spaces is not controlled by the Association. The parking spaces are part of your property, and may even appear on your title deed. No stickers or permits are required for you to park in your own space.

Although your parking spaces are your property, Association rules apply to their use. Your parking spaces are only to be used for parking an operational automobile or motorcycle that is properly registered with the DMV, and for functioning bicycles. To prevent eyesores from festering in our lot or unsightly and dangerous fluids on the ground, you may not store broken vehicles in this lot, nor may you perform repairs or modifications on your vehicles. Storing anything else (such as furniture) is also not allowed in your parking space, unless placed in the cabinets attached to the wall above.  For more information, refer to the Association Rules and Regulations, and ensure your tenants know these rules as well.

Gate Openers

The Association and its managing agent do not provide gate openers. If you need a new one, you can purchase a universal remote gate opener, or anything that supports a Linear Multicode signal type, with ten DIP switches. Known models that work are LiftMaster 380UT or Linear 308911 visor clip remotes, and Linear 307010 or Linear 306010 keychain remotes (links are to the manufacturers' product pages). Parking for Service Providers, Moving Trucks, and Guests

Unfortunately, there are no extra spaces or areas inside the parking lots where service providers or guests can park.

Service providers on an urgent service call may have no choice but to park in driveways of the parking lots. The Association does not have the right to prevent parking space owners from towing cars blocking their spots, so you should advise your service provider to take whatever measures are necessary to be able to find out if someone needs to come or go, and move his vehicle promptly if necessary. All parking is done at the risk of the vehicle owner or driver.

Moving and delivery trucks must park in the driveway of the parking lots, alongside the entry door closest to your unit. Moving or delivery trucks may not park in front of the building, because moving furniture, large items, or anything that requires a hand-truck or dolly through the lobby is prohibited. Movers must be mindful of any spaces they are blocking, and be ready to move their truck out of the way immediately upon request.

Your guests must always park in one of your assigned spaces or find parking on the street, and may under no circumstances park in the driveways.

Towing

If you or a guest parks a car anywhere on the property except in your space, it is subject to immediate towing without warning.

If you find an unauthorized vehicle in your space and you wish it to be towed, you are responsible for calling the towing company. Neither the property manager, nor any employees or agents of the Association, will assist with this. If you are a renter, please contact your landlord. If you are an owner, please refer to documents that were provided by the Association regarding towing authorization.

The Association may tow your car under certain other circumstances, which may be found in the Rules and Regulations.

Street Parking

Street parking is not limited by permit requirements or time limits specific to this block, with the exception of street cleaning:

  • Monday, 10:00 a.m. to 12:00 p.m., on the west side of Newcastle Ave. (5349 and 5403 side)
  • Friday, 10:00 a.m. to 12:00 p.m., on the east side of Newcastle Ave. (5400 and 5414 side)

In some cities, such as Santa Monica, once the street cleaning vehicle has made its pass on a block, you may resume parking there even if the designated no-parking time has not expired. However, the City of Los Angeles is not known for this, and you may receive a ticket at any time on our beloved Newcastle Avenue during the above hours, even if the street cleaner has passed.

Street cleaning is not performed on certain holidays, so you may park during the above hours, on holidays observed Mondays or Fridays, and will not get a citation. This includes the Friday after Thanksgiving. Red zones, double-parking, and fire hydrant violations are always enforced. Electric Vehicle Charging

There are no EV charging stations in the common areas of Newcastle Manor. Owners may install a charging station (EVCS) and dedicated time-of-use (TOU) meter in their parking spaces, subject to the prior approval by the Association. Such a project does not fall under architectural committee rules, as the Association has formally established a separate policy as an operating rule specifying the approval requirements and procedures. Below is the policy, and the template for the "Covenant and Agreement" mentioned in this policy for your reference.

To submit your plans for an EVCS or TOU meter in your parking space, please contact the managing agent. You will then receive a Covenant and Agreement with details filled in, for you to sign. Once that is signed and your plans are approved by an authorized agent of the Association, you may acquire necessary permits from LADBS and commence work.

Collisions

If your vehicle collides with any part of our buildings, pillars, walls, planters, signs, or gates, you must report this to the Association through its managing agent.

If you have an accident involving another resident's or guest's vehicle or a pedestrian in the parking lot, civil action must be resolved between you and the other party, and any criminal complaints must be made to the police. The Association will provide relevant video evidence that may have been captured to a member that requests it, but does not have any jurisdiction or authority to get otherwise involved. Theft or Vandalism

Since our community has hundreds of residents on each side of the street, people come and go frequently. Therefore, you should not consider the parking lot a secure area. Thefts have been reported. Please do not keep valuables in your cars, or leave unlocked or highly valuable bicycles in your parking space. The Association is not responsible for securing your cars or your valuables, and assumes no liability for damage or theft.
